The City of Highmore has an aldermanic form of government. Under this governmental structure, the City Council consists of a Mayor who is elected at large and two council members (Aldermen) from each of the city's three wards for a total of six council members. All terms of office are two years with the ward elections staggered so that three council positions, one from each ward, are subject to election annually. The city combines their annual election with the Hyde School District and the election is held on the second Tuesday of April. The elected officials begin their duties at the May meeting.
The Highmore City Council meets the first Monday of every month at 7:00 PM in the conference room adjacent to the City Finance Office. Anyone wishing to be placed on the agenda should contact the Finance Officer at 852-2716. All meetings are open to the public; the agenda is posted outside the Finance Office.
Day to day operation of city government is managed through the Mayor by a Finance Officer and a Maintenance Supervisor with a crew of three personnel. The city also employs an Auditorium Manager who is responsible for the operation of the Hyde County Memorial Auditorium.
The City Finance Office (605-852-2716) is located in the West Wing of the Hyde County Memorial Auditorium (605-852-2367) at 125 2nd Street SW, one half block west of Iowa Avenue. Access is by the door located in the southwest corner of the building. The office is normally open 8:30 AM - 12 AM, 1 PM - 5 PM, Monday through Friday. All city services and business should be coordinated through this office.
The City Maintenance Shop (605-852-2085) is located at 115 1st Street SW, between Homestead Building Supplies, on Iowa Avenue, and the Cenex Station, on 1st Street.
Services provided by the City of Highmore include water and sewer utilities, garbage collection, a restricted use site (rubble site), street maintenance, youth summer recreation program and ballpark, tennis and basketball courts, a swimming pool, parks with playground equipment and picnic facilities, camping spots at the East Park, police department, dog licensing, as well as support of the Highmore Volunteer Fire and Ambulance Department, the Highmore Cemetery, the Highmore Airport and the Hyde County Auditorium.
