City Services and Facilities

Water

The City of Highmore receives its water from Mid Dakota Rural Water System and distributes the water to the businesses and homes in the city. The basic service charge for water is $23.00 per month. All water used is billed at $1.55 per 1000 gallons in addition to the basic charge. The meters are read on a quarterly basis and the bill divided into three equal installments. A deposit of $60.00 is required of all new customers. The deposit will be returned after one year of all bills paid on time, or if the customer moves away and the bill is paid in full.

Sewer

The City of Highmore provides a municipal sanitary sewer system and a seperate storm sewer system. The charge for sewer is $20.00 per month and is included on the water bill. The wastewater is treated by a lagoon system which is located east of the Highmore Rubble Site.

Garbage Collection

The City of Highmore provides garbage collection to municipal residences and businesses. Hyde County residents are welcome to bring their household garbage to dumpsters located near the city shop or at the rubble site if they pay the monthly collection fee. They should contact the city finance office to set up their account. The charge for residential collection is $15.40 per month. Commercial collection is based on number of times garbage is collected each week and the size of the dumpster. These charges are included on the water bill and are subject to state sales tax of 4% and city sales tax of 2%. The City hauls the household garbage to the Pierre Landfill. Residences on the east side of Highway 47 (Iowa Avenue) are collected on Mondays unless a holiday then on Tuesday. Residences on the west side of Highway 47 are collected on Thursdays unless a holiday then on Wednesday. Garbage should be bagged and placed in appropriate containers.

Highmore Rubble Site

The rubble site is located northeast of the city, north of Highway 14. The rubble site is open to all residents of Hyde County. Household garbage and cardboard brought to the dumpsters at the site is subject to the monthly garbage collection fee if brought by a non-paying customer. All other items must be acceptable items and are charged accordingly. Household garbage should be properly bagged and all cardboard must be broken down and flatten. Highmore City Cemetary

The Highmore Cemetary Association is in charge of maintenance at the Highmore City Cemetary. Lots are purchased from the city finance officer. The cost of $100.00 per grave includes payment of perpetual care. The cemetary is located about one mile southeast of the city.

Highmore Airport

The Highmore Municipal Airport (19649 SD Hwy 47) is located north of Highmore on Highway 47. The airport expansion project was recently completed and the runway has been updated from a turf runway to a 3700 ft x 60 ft paved runway with connected taxiway and pilot controlled lighting.

Hyde County Memorial Auditorium

The Hyde County Memorial Auditorium (125 2nd Street SW) is a community center for the area. In addition to the arena/gymnasium which hosts the Hyde School District sporting events and other school activities, there are two wings available for meetings and other activities. The American Legion and Legion Auxiliary have their home in the west wing along with the City Finance Office and the Police Department. The east wing includes a fully equipped kitchen and a large meeting/dining room which has been recently remodeled and air conditioned. In addition to school activities and sports, the main arena is used for numerous activities including wedding receptions/dances, estate/household auctions, plays/pagents and large commercial sales. People wishing to rent the building should contact the city finance officer.

Ballpark

The local ballpark (125 2nd Street SW) is the site for area youth baseball and softball through the summer recreation program and also the local men's and women's softball leagues. The ballpark is adjacent to the Hyde School football field and track facilities. The ballpark boasts a covered grandstand with restrooms. There is also a concession stand and a fenced-in playground. Just north of the ballpark is the tennis/basketball court.

South, East and Central Parks

The South Park is located under the water tower at the southern end of Highmore on Iowa Avenue (Highway 47) and is the home of the Highmore Swimming Pool. Also located in the park is a playground, picnic shelter, numerous picnic tables, horseshoe pits, a sand volleyball court and restroom facilities.

The East Park is located two blocks east of Iowa Avenue (Highway 47) on Second Street and has playground equipment, a picnic shelter, picnic tables, camping sites with hookups, and is home to the ice skating rink in the winter. The park also has restroom facilities.

Central Park is located in the center of town at the intersection of Iowa Avenue (High- way 47) and Second Street. Located here are the Hyde Heritage Wall, Drew Memorial Fountain and the Highmore berm.
